Meet Dr Jamie's team

Jamie specialises in international, constitutional and regulatory law.

He is frequently instructed by the Government of Gibraltar on a range of international and constitutional matters. In recent years, he has spent much of his time working on legal issues arising from Brexit.

He has two decades of experience advising on regulatory issues in the financial services, telecommunications and energy sectors. He often advises on licensing, conduct of business requirements, regulatory investigations, and compliance with international sanctions.

His clients include regulators and public bodies, as well as private entities. He has contributed to the drafting of several pieces of Gibraltar legislation with cross-border implications. He advised the government on the regulatory regime governing the activities of Distributed Ledger Technology Providers, which was enacted in 2018.

He is an academic expert on international legal issues affecting small territories, and he has published widely in this area. He is a Fellow and Director of Studies in Law at Wolfson College, University of Cambridge, and Beacon Professor at the University of Gibraltar.

He was appointed King’s Counsel in 2023 (the only appointment in Gibraltar between 2019 and 2026).

Jamie advises banks, investment firms, DLT providers, and operators in the energy, gambling and telecommunications sectors, on contentious and non-contentious regulatory issues. On the other side of the regulatory divide, he acts for regulators and other public bodies, often on complex and sensitive matters. He is frequently asked to advise on licensing questions, conduct of business requirements, regulatory investigations, and compliance with international sanctions.
